„As the expansion of tertiary education is set to continue, the challenge for countries is to find additional resources to maintain the quality of learning and increase equity. […] The OECD countries where students have to pay high tuition fees but benefit from substantial financial aid do not have lower levels of access to higher education than the OECD average. This shows that financial aid systems targeted at students’ economic needs can also enable disadvantaged students to access higher education.“
